Kelli Marie Cedo, Ph.D

Senior Director of Early Learning and Title I
Norfolk Public Schools

Kelli Cedo serves as the Early Learning and Title I Senior Director in Norfolk Public Schools. She formerly served as the Pre-K- 12 Grade English Language Arts Curriculum, Instruction, and Assessment Lead in Hampton City Schools (HCS) and served as the Principal of Forrest Elementary School in Hampton. She formerly worked for VBCPS as Title I Coordinator, Division Contact for School Improvement, Assistant Principal, Literacy Coach, Academic Coordinator, and Family Engagement Liaison.  Dr. Cedo is also an adjunct professor at Old Dominion University. She has served on the Virginia Association of Elementary School Principals board and the National Association of Federal Program Directors Board.  She has presented at numerous conferences including the National Title I conference and National Association of Elementary School Principals Conference.  Dr. Cedo has authored or has been interviewed for articles in publications such as Title I Admin and ASCD Education Update. Dr. Cedo presentations and publishing focus on equity and comprehensive literacy including year-round and outside of school time. She supports other educators in creating strategic steps to ensure quality resources and programming is accessible to all children. Dr. Cedo helps schools collaborate will all stakeholders to establish their vision, mission, goals, and action steps and ensures they are able to measure the outcomes to ensure it is working for children all year. Dr. Cedo holds a Master’s degree in elementary education, and an Ed.S. and Ph.D. in Educational Leadership/Supervision, all from Old Dominion University.  Her dissertation focused on providing all students access to quality education by examining state fiscal effort toward education.
